i don't feel confident in the way our tt safety chains are attached to the tt

both chains are bolted to the lower jack plate with one (too small) bolt.

how are they generally attached or what would be the best way

Most trailers come with grade 30 chain. Your bolt, even if just grade 5, is likely stronger than the links of the chain.

You could change to grade 8 bolts and grade 70 transport chain for more strength.

Many chains are attached by a single 5/16 bolt.
I would attach each chain with the largest bolt that will fit through the link. I would go with a better higher straight bolt.
