They are starting to open Oregon State Parks this Link has the list of the parks opening. The first are six first come parks in Eastern Oregon today Friday 5/29.
Then the majority of the rest will be reservation only. the link above has all the information.

According to an OregonLive story, State parks at the Oregon coast are reservation only. No walk ups.
Guessing they're trying to cut down on the visitor travel.
Also you can only book 2 weeks in advance vs the normal 9 months for State parks.

Seems the State of Oregon (they) are moving slowly and responsibly.
