The park has been eerily quiet though. very few happy hours and if so they are small groups. nearly no activities and outside of the park visitors discouraged.

Gulag?

Not likely, just smart people doing things the smart way.

Not sheeple following what the political whack-job spin doctors put out there in hopes of getting that 15 minutes of fame Andy Warhol promised them.

BTW, a GULAG (actually the acronym for the state agency charged with creating and overseeing them) was a forced labour camp set up as a form of political isolation. They were isolated but often enormous encampments, and when not working the residents were free to intermingle. Over the years between WWI and the 1960’s it’s estimated that over 18 million people lived in a GULAG.

An RV park is purely voluntary and rarely requires forced labour.

Other options in the “tool box” that our lords don’t tell us.
Watch starting especially at about the 11:30 mark and on.
But from the beginning if you need to know the man’s credentials.

Previous Canada-USA border closure extensions
Here is the history of the Canada-USA border closure due to the coronavirus:

....The Canada/US border: Canada-bound will likely remain closed until the Global Covid situation drops down to the per 100,000 ratio that many States World-wide are using to curtail non-discretionary travel.

Remember that travelers wanting into Canada who may be coming/traveling from countries (or, States) on the Covid no entry list, can simply fly into the US, and potentially drive across the land border....IF the Canada-bound land border "opens" prematurely.

Think about it. Its a loop-hole that Canada will never allow if "the virus" remains persistent well into 2021 (and God forbid, into 2022).

IMO, the Canada-bound land border will remain closed till the end of 2021. And I would not be surprised if Canada's land border remains closed (bilaterally, or, unilaterally) till the end of winter of 2021/2022; this to guard against a potential 3rd/4th wave.

Something that we should all consider is a possible re-vaccination campaign with a polyvalent agent against several strains (maybe two or three new strains) of sars-cov-2 next year. In this situation, public health is always behind, playing catch-up.

What's the significance of Dec 21? The border will stay closed for probably another 6 months (less if the immunizations roll out faster than expected).

They say that the border will be opened in may, and the vaccine is expected earlier, in early February. Well, it will be seen already.
