Neutral issue!
Could be nearly any where!
I would go to the junction box next to the genset(if equipped) looking for bad splice. Could be inside genset. Splip rings not making good contact.
How many hours is on the genset?
Verify my thinking that this is in fact a Generac Guardian 7.5.
I don't understand your last post!

Yes guardian 7.5. I will check neutral at junction box again. How do I fix slip rings,to make better contact?
256hrs on generator total.

I am not sure how to clean slip rings on Generac units. Onans you can get a flexiable non-metalic burnishing tool.
I would follow the neutrals from the genset all the way to the transfer switch.
Some rigs with frontmounted gensets have more then one junction box.
With only 256 hours, it is more likely a bad splice. I would check them all while in the boxes.

I’ll check for more junction boxes. But generator is in nose and that’s where first junction box is. The line runs in conduit (gray tube) all the way to switch in third cargo box. It runs along frame so should be easy for me to see. Thanks for your help I’ll do in a.m and let you know what I find.

You could test at first junction box out of genset. If good there will save some work. If bad you have isolated your problem.

yes..BUT
did you hold your meter on there while the ATS was cutting in out, dropping power ?
the voltage will NOT be 120v when the ATS drops out, that is what you want to observe

All-
ATS- progressive dynamics pd52. 240 amp relay switch is new.

I’ve checked at junction box. That’s out of genset where wires from gen meet wires that travel direct to ATS.
FROM GENSET I HAVE: 1 green,1 blk, 1red, and 2 wht. Wht are tied to large whit headed towards switch. Black on blk. Grn on copper and red to red.
120 at both red and blk here.

Now from ATS I have 120ish at red and 120ish at blk then that’s click of switch showed multimeter drop to 60 then builds to 240 btwn both and switch activate again. Then cuts out - Constant back and forth.
No load during this time.

Yes. At ATS I held a colts dropped kicking switch out. Then it built up kicking back on again then repeats.

Is this a slow increasing in volts or does it come back on at 120 volts? It could be a bad circuit breaker in the genset.
