In the Thirty Years I have been traveling that highway and the many years I have lived on it, I have NEVER SEEN or NEVER HEARD OF an Angeles Verdes truck being on that road between Cerro de Ortega and Lazaro Cardenas. Pretty thorough counter-check, at the gasolineras (there are 3 between Cerro de Ortega and the outskirts of Lazaro). There are plenty of other highways in Mexico sans service as well -- the stretch between Tepantepec and Tuxtla Guiterrez, Chiapas on Mex 190 is another travel favorite.
In 2016 I asked a crew who was patrolling Mex 14-D between Uruapan and Morelia if they had any plans to include that stretch. Their reply verbatim
Our route is between Morelia and Zihuatanejo. We join Ruta 2010 south of Lazaro Cardenas then proceed to Zihuatanejo.
