I'd suggest picking up I95 to Fredericksburg, VA, then US 17 west to I66 west to I81 north to Hagerstown where you pick up I70/68 west to Morgantown, WV then I79 north to your choice of westerly highways to home.
An alternate would be to pick up the PA turnpike off I70 but then you have tolls and the hills are about the same as I68. There is one tunnel.
People's take on hills is very subjective. I've driven these routes many times with an F250 with the 5.4l engine pulling a 30' tt. We didn't win any races up the hills but we got there. Once you get to Morgantown you're pretty much over the mountains,
I'd stay off US 50 in WV and forego US 30 east of Breezewood.

Falling Waters Camp Sites just south of the Potomac in WV might be your best option.
Harper's Ferry is pretty far off I81 for an overnighter and Keystone RV no longer rents spaces. Yogi would be good and Candy Land in Winchester 50 miles farther south is nice. The Walmart at I81 and US40 is very popular with snowbirds and I've not heard of any problems. A new Walmart and adjacent Cracker Barrel is just east of I81 at I70 and MD65. Nothing else close comes to mind. Must admit I'm not a fan of WM or CB. Hope you enjoy your trip.

OP here. Thanks again for all the suggestions. Looks like we'll combine schlep and Google getting off I81 at Winchester instead of Strasburg. Always wanted to visit Moorefield and Petersburg. Been to Seneca Rocks years ago. May just head on down to the New River Gorge while were that far south.

RE: Pittsburgh to landcaster pa without using the toll road

You could drop down I79 to Morgantown to I68 east to Hancock to I70 to Hagerstown to I81 to Harrisburg then PA581 to I283 to Lancaster. PA581 is not interstate but built to interstate standards. Non stop and usually light traffic until you get to Harrisburg. You could use US30 off I81 and make a stop in Gettysburg if you are so moved. Enjoyable drive either way. Enjoy the trip.
